According to the Ministry, this edition marked the <strong>return of participatory governance<\/strong>. The event was held at the <em>Centro Internacional de Conven\u00e7\u00f5es do Brasil (CICB)<\/em> and brought together <strong>around 3,000 representatives<\/strong> from all Brazilian states and the Federal District, including government authorities, third-sector organizations, and <strong>2,570 municipalities<\/strong> mobilized for thematic debates and local presentations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">This Conference was the result of a broad participatory process, involving:<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>2,570 municipalities across all states,<\/li>\n\n\n\n<li>439 municipal conferences,<\/li>\n\n\n\n<li>179 inter-municipal conferences,<\/li>\n\n\n\n<li>and 287 free conferences.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">During the <strong>5th CNMA<\/strong>, <strong>1,501 delegates<\/strong> evaluated proposals received from across the country and selected the top 100 proposals\u2014<strong>20 for each thematic axis<\/strong>:<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mitigation,<\/li>\n\n\n\n<li>Adaptation and Disaster Preparedness,<\/li>\n\n\n\n<li>Ecological Transformation,<\/li>\n\n\n\n<li>Climate Justice,<\/li>\n\n\n\n<li>and Governance and Environmental Education.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These proposals will support the implementation of the <strong>National Policy on Climate Change (PNMC)<\/strong> and reflect society\u2019s preferences for limiting global warming to <strong>1.5\u00baC<\/strong> above pre-industrial levels, in line with the <strong>Paris Agreement<\/strong>. The conference was also a key moment for <strong>social mobilization ahead of COP30<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the MMA, the <strong>5th CNMA is a crucial moment of social mobilization for COP30<\/strong>, the UN conference to be held in <strong>Bel\u00e9m, Par\u00e1<\/strong>, in November, aiming to confront climate change at the global level. The Brazilian government has launched a <strong>\u201creal task force\u201d<\/strong> to ensure that COP30 is not merely promotional, but a <strong>historical benchmark COP<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Summary of the Four Days<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>State and Federal District Environmental Conferences<\/strong> analyzed the initial phase suggestions and prioritized 539 proposals (up to 20 per state). Delegates were also elected to participate in the national phase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The final plenary, held on <strong>Thursday (May 8)<\/strong>, presented the selected <strong>100 final proposals<\/strong>, divided across five thematic areas: Mitigation, Adaptation and Disaster Preparedness, Climate Justice, Ecological Transformation, and Governance and Environmental Education\u2014<strong>20 proposals per area<\/strong>. A total of <strong>50 discussion groups<\/strong> worked in parallel to consolidate these proposals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udd17 Full list of prioritized proposals:<br><strong><a href=\"https:\/\/www.gov.br\/mma\/pt-br\/noticias\/propostas-priorizadas-pelos-eixos-para-a-plenaria-de-encerramento.pdf\">https:\/\/www.gov.br\/mma\/pt-br\/noticias\/propostas-priorizadas-pelos-eixos-para-a-plenaria-de-encerramento.pdf<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The event also addressed topics such as <strong>energy transition<\/strong>, <strong>regulatory frameworks<\/strong>, and <strong>ongoing efforts to reduce fire occurrences in the country<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The MMA emphasized that:<\/h2>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not enough to triple renewable energy or double energy efficiency. We must transition away from fossil fuels. This isn\u2019t magic\u2014it requires investment, science, technology, and persistence.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">They advocate for a <strong>just and planned transition<\/strong>, both to <strong>end deforestation<\/strong> and <strong>eliminate fossil fuel use<\/strong>\u2014rather than regret missed opportunities later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Ecological Transformation Plan (PTE)<\/strong> was also discussed. It was officially launched by the <strong>Ministry of Finance<\/strong> during COP28 in Dubai.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Ministry of Finance, if properly implemented, the PTE could generate:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>R$396 billion<\/strong> in positive impact for Brazil\u2019s economy by 2030,<\/li>\n\n\n\n<li><strong>3% GDP growth<\/strong> by 2026,<\/li>\n\n\n\n<li>and up to <strong>R$772 billion<\/strong> in economic impact by 2050.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy centers on <strong>technological innovation<\/strong> and <strong>responsible natural resource use<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Scientist warns about risks of climate change in Brazilian biomes<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A scientist at the event warned of the <strong>critical condition of Brazil\u2019s main biomes<\/strong>. According to him:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If Amazon deforestation reaches <strong>20\u201325%<\/strong>, and global temperature exceeds <strong>2\u00b0C<\/strong>, up to <strong>70% of the rainforest could be lost<\/strong>, becoming a degraded savanna.<\/li>\n\n\n\n<li>The <strong>Cerrado, Pantanal, and Caatinga<\/strong> are also in precarious states, nearing their <strong>resilience thresholds<\/strong>, with <strong>visible changes<\/strong> in climate and landscape.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">To avoid collapse, he called for <strong>urgent action<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Zero deforestation,<\/li>\n\n\n\n<li>Biome restoration,<\/li>\n\n\n\n<li>Nature-based urban transformation,<\/li>\n\n\n\n<li>Climate disaster education for new generations.<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cThe speed of climate change demands deep and immediate transformation. The text already includes over <strong>90 amendments<\/strong> and aims to <strong>balance environmental preservation with production<\/strong>, while <strong>streamlining licensing procedures<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the MMA considers the proposal dangerous. It believes it <strong>weakens environmental protections<\/strong> and contradicts <strong>Law 6.938\/1981<\/strong>, which governs the <strong>National Environmental Policy (PNMA)<\/strong>. However, <strong>solar energy generated by consumers<\/strong> now gets <strong>injected back into the grid<\/strong>, creating a <strong>reverse flow<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the <strong>National Electric Energy Agency (Aneel)<\/strong>, there are <strong>eight new grid connections per minute<\/strong> in Brazil.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Brazilian Association of Electricity Distributors<\/strong> says the issue is <strong>technical<\/strong>, not market-related.
